CDRI is seeking a highly skilled and experienced Finance Officer to play a key role in managing our project’s financial operations. The Finance Officer will strictly comply with organisational policies and relevant laws, supporting financial planning, budgeting, reporting, and auditing processes. This role is instrumental in facilitating the effective use of resources in line with CDRI’s mission.

DUTIES:


1. Financial Management:

  • Prepare and maintain accurate financial records and ensure timely reporting
  • Monitor and manage cash flow, ensuring sufficient liquidity for operations
  • Oversee accounts payable and receivable, ensuring timely processing and compliance
  • Identify areas for cost reduction and efficiency improvements

2. Budgeting and Forecasting:

  • Assist in the preparation of annual budgets and financial forecasts
  • Monitor budget performance and report variances to management

3. Reporting:

  • Prepare monthly, quarterly, and annual financial reports for management and donors
  • Ensure compliance with donor reporting requirements and assist in the preparation of financial statements
  • Conduct financial analysis to support decision-making processes

4. Audit and Compliance:

  • Coordinate external audits, ensuring compliance with applicable laws and regulations
  • Implement financial controls and procedures to mitigate risks

5. Team Collaboration:

  • Work closely with other units/centres to provide financial insights and support for project implementation
  • Train and support staff on financial procedures and best practices.
  • Other tasks as assigned by the line manager

QUALIFICATIONS:


  • Bachelor’s degree in finance, accounting, or a related field
  • Minimum of 5 years of relevant experience in finance or accounting
  • Strong knowledge of financial management principles and practices
  • Proficiency in accounting software and MS Excel
  • Excellent analytical and problem-solving skills
  • Strong attention to detail and accuracy
  • Ability to work independently and as part of a team
  • Experience in the non-profit sector or with international organisations
  • Familiarity with Cambodian financial regulations and reporting standards
  • Professional certification (e.g., CPA, ACCA) is an advantage
